We have a couple machines out there that when they boot up and try to log in,
it prompts them for a dial up or VPN. The connections are set to never dial
a connection, but it still does it.

This is a setting in the logon dialog. Click the Options button, to display the additional Option and uncheck Log on using dial up networking.
