Reponse time is a red herring. It only convers the pixel changing from
black to white. Changing colours takes longer.

Amazon have this one. Low response time but I have no experience of it.

Try E-Buyer for ctx s762A 17" 16ms for £176 inc vat.
Bought one for a customer, used it on my own system in place of my Iiyama
19" crt, it was a real wrench to deliver it.

Currently saving my pennies.....

Actually I believe it is white to black. Charging to white is nearly
instantaneous, but discharging cannot be "forced" so however long it takes
for the pixel to discharge back to black is the tell-tale sign of an LCD's
response. Colors are any value between white and black, so don't take as
long.

For that money you can get a decent 19" LCD. Try the BenQ FP937s, it sports a 12 ms
response time and also lets you dial in your display sharpness.

Here in North America they are carving out a nice market share for themselves. Good
quality.
