I ve got little brother how all the time use the my pc with out my knowledge
put that not the problem. the problem is i 've got ADSL connection with
limited download range. I want to find a way to prevent any user except me of
course from downloadin anything from the web when i am away.

Hi,

Go to Internet Options,
Under Security tab, choose internet and click on custom level.

Scroll down until you see the Downloads sub-section, and check the disable
box for File download to disable the file downloading.
