Installed Rad Linker to OC my new card, ATI 9800 pro.Rad Linker showed my
card under clocked about 5mhz under advertized levels on both core and mem.
Just used RL to put them back to ATI advertised levels. Took a performance
hit on 3Dmark 2003 from 6000 down to 4700. 3D mark 2001 went from 19000 to
17000. 3D mark 2005 from 2400 to 1500. HL2 counter strike video stress test
went from 115fps to 33fps. Disabled Rad linker and reinstalled drivers CAT
5.2 and every thing went back to original scores. I think Rad Linker level
was 0.7.2. What is up with that.

Where did you get Radlinker version 0.7.2? The latest version is 2.030
available here:
http://www28.brinkster.com/chrisww1942/download.htm

What are your actual clocks at? The 9800 Pro should be default at core:
378 memory: 337.50.

Well there's nothing wrong with your clocks, they aren't low that's what
everyone's 9800 Pro is at. The advertised and discussed speeds are just
rounded up.
But I'd try using the latest version of Radlinker, and check to see that
you didn't somehow force VSync on or some other settings on like AA or AF.
