I need a way to activate and configure the Internet Connection Firewall in XP
SP1 from the command line.

I already found MS's ICFUTIL.EXE wich allows enabling it and adding
services, but it does not allow changing advanced options such as Security
Logging and ICMP options such as "Allow incoming echo requests".
I also tried scanning the registry and file system before and after changing
such settings, but apparently those settings aren't stored in the registry or
even in the file system?
Maybe this is possible by calling a .vbs script from cscript, but I have no
experience at all in vbs.
