Question about TV/graphic combo cards

Let's say you have no onboard graphics. Then let's say you get a video
card. Then you want to run Windows with 2 displays, and scroll the screen
over them (easy to do.) But you need a second video lead to do this, so you
get a second video card. Now let's say this video card has a built in TV
tuner. My question is, does the TV feed from the tuner only "go" to the
card itself, or does it "go" to Windows? Not really sure how to ask my
question so hopefully someone understands what I'm getting at. Will the
above work oK?
