I too have run across a similar problem as Tom7777777777. I'm trying to
install a certain program downloaded onto my desktop from the internet and am
being rejected. A pop-up box states that I don't have access and that I need
to perform the transaction from an administrator's account.

The problem is....I am the administrator. I've checked and rechecked.

Any suggestions?

Perhaps something in your registry doesn't think so? What happens if you log
on as the admin and then try. While I have no idea what the piece of
software is and where it's trying to write to the registry I would suspect
that's where the problem lies if you're already an admin. You might try
contacting the authors of the program to ask them why you're unable to
install it on XP (and mention to them if you have SP2 installed or not) and
they might have already found a solution.
