Re-installation

Can I re-install my windows 7 oem on the same computer but on a different hard drive still keeping the first install operational?

One disc = one activation. Why do you want a second installation?

the new hard drive will cause the activation to eventually fail!

Thanks for the info. I would like a 2nd install for my DAW. I want a clean, separate operating system to install on my SSD just for recording and editing music and video.

You will probably need to buy a second Windows 7 copy to do that.

I have done exactly what you want to do.
I disconnected all HDD's, and installed the SSD. Did a full Win 7 install on it.
Reconnected other HDD's. Set my boot option in BIOS to my preferred disk.
When I want to boot from the other disc, I F12 at post and change boot drive.
Both options show boot disk as "c" drive in windows and change drive letters for other drives.
Only issue is security software also needs to be installed and activated on each OS drive.
