1024x768 with all settings at high, reflect all, AA 2x, AF 2x

These settings seem to run fairly well 40-50fps, anything higher seems to
stutter pretty bad.

1024x768 with moderate options on is the sweet spot for the 9800 Pro on
modern games. It'll even do Doom3 OK with this. Doom3 brings it to it's
knees even at 1152x864 with no options.

You should be able to do 1280x1024 with no AA or AF and reflect world,
the rest of the settings on high.

1024x768 with 4xAA and 2xAF should be fine - you've dropped it down to
2xAA which should also be fine.

Doom3 only manages 1024x768 on high with no AA - and even there you can
drop into 10-15fps territory sometimes.

It will be interesting to see if the supposed magical 5.6 cat's improve
doom3 so that its constantly 30+ at 1024x768

P.S. I seem to find that with HL2 and CS:S that I still get 'stutters'
even at those settings - but they seem to be related to the stutter
problem as the framerate is quite high then suddenly everything stutters
briefly then it goes back to being high again, so I can't think its vid
card related (well in terms of reaching its performance limits)

HL2 either runs at a consistant 44fps with lots of normal mapped characters
on screen, or 88 fps the majority of the time. Kinda weird, but i'm not
complaining :) That's at 1152x864, 4xAF, no AA.

Do you have vsync enabled? What's your refresh rate set to at
1152x864?
