Is it possible to connect an Ipaq to any PC (not using
Activesync) via it's USB port instead of having to buy
a USB drive (keyring type) for file transfer? If so how?

Thanks!

Unfortunately you can not do that.

There actually is a Compact Flash available (or coming out soon) that has 2
USB slots in it. So I believe you can plug a USB cable in that, and the
other end in your PC for file transfers...as well, you could plug in things
like USB keys directly to your IPAQ
