I am using Win XP SP2 with all the current updates. My windows firewall dont
seems to enable from the windows security center window. cant seem to link
the problem to anything. Are there any such issues to related problem
involving any virus's or activeX components?

Do you have a third-party firewall installed or an antivirus that
includes "worm protection" like Norton or McAfee? If so, then that
application is acting as a firewall which would disable XP's. If not,
please provide more details about your computer so you can get focused
help.

MS antispyware tool disables Windows Firewall (or to reset firewall):
Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.
