Disabling USB NOT via BIOS

Actually what I need is to disable usb - spesifically is usb mass storage
such as flashdrive - not via bios.
Then only users with admin type or only admin has privilege into it or has
privilege to enable it ( in a short words = manage it )
Is it possible ??
