dialog box on a Windows 98 SE workstation when logging in to a Win 2003
Server?

Without logging onto Win98 one can not access a workgroup or domain.

If you need to "require" a login, use Win2K or WinXP as a server client.

This was intended for stand alone computers, but should work the same in a domain environment, as well.
