DST is indeed automatic, and ruled by the city in the timezone
you've selected. It follows the DST rules of that city. If -for
whatever reason, for instance that your server doesn't- you
don't want to obey DST, pick a city in the same timezone that
doesn't obey DST as well (usually a city around the equator will
do the trick).
