Reallocated:

SCSI: Use any scsi query utility, e.g. scsi-config under Linux.
ATA: Not unless you use special, vendor only command.

Bad:

Use any surface scan utility, eg. "badblocks" under Linux.


If you don't have Linux, you can burn a Knoppix CD, they come
with the utilities mentioned aboce, I believe.
