Video Problem

A friend of mine keeps getting a horizontal white line
across the monitor that is about one inch wide. The
problem is intermetint. Has anyone encountered this before?
If so, is it a monitor problem, video card problem, or an
operating system problem? Any help would be greatly
appreciated. Thank you

if the image dissapear and all u see is an horizontal line then is a monitor
problem - vertical deflection u must go to an electronic repair point . it
will cost u a few $.
