After performing a Windows update and updating Norton Internet Security (NIS) 2010, I typically create a system image using Windows 7 system image creator application. I've noticed that after creating each image, NIS has about 80MB of additional updates. It appears that the image creation causes a problem with NIS updates and the Live Update Application does it again.

Anyone experienced this too?

I simply don't use Norton for anything. Norton used to be a great program 10 years ago, then it was bought out by symentac. They have become known for bloat ware and sloppy / slow / resource hogging programs. So sorry my recommendation is get a different program.
