screen resolution changes on reboot

Screen resolution is changed on reboot back to a previous
setting, only happens if logged in as user if your an
administrator resolution stays. These are new machines
with xp pro, I checked domain policy and cant find any
that are configured. I did set a local policy to remove
themes from display properties but thats all. Added domain
users to local administrator group keeps this from
happening. Does anyone no of a policy item that would
cause this and not effect the administrator group.
