Twitching video!

When I play a video file it "jumps ahead" 1 second or
something like that like using the fast forward button.
It has nothing to do with the file/s because this also
happens when reading from a CD that worked fine on my old
computer. It all started when I bought a new computer
(built it myself) so I'm wondering if there could be
something wrong with a component maybe I damaged it
somehow.

P.S.
when I play any QuickTime format video file it
doesn't "twitch"

my PC
CPU:----AMD Athlon XP Palomino 2000+
MB:-----ASUS A7V8X (VIA KT400, also using VIA hyperion
drivers 4.51)
MEM:----512MB DDR PC-2700 (333MHz)
VIDEO:--GAINWARD GeForce 4 Ti 4200 128MB (changing
drivers make no difference)
HDD:----Maxtor Diamond Plus (( 9 <--? )) 80GB / 8MB cache

Is Xp all up to date, which version of directX and WMP are you using? Does
it happen in all players?

I always have the latest software/driver versions, and
yes it happens in every player.
