"Missing Operating System" after power surge

Hard drive appears in bios. All repair utilities do not show problems (and will allow a search for drivers within Windows folders via the CD-ROM). Therefore, the hard drive is functional and Windows 7 is on there. bootrec.exe will show existence of the OS, however still unable to get Windows to startup. Any ideas?
