Please help, NTSC and WMM problem

how i change the computer settings from NTSC back to Pal,
i live in australia and i have it on NTSC setting.m Also
when i go into WMM and i goto make a title now, it exits
without saying illegal operation or anything. I recently
installed a bunch of codecs, could that be it?
