Is there software for ppc that can send message to a network computer
via wifi? something like "netsend" that's built in XP, and that there is
no need for any installing on remote PC's?

"netsend" isn't but "net send" is. It is part of cmd.exe that ships
with all NT based operating systems, including 2000, 2003 and XP. OPen
a command prompt and type net /? to see all available net* commands.
