When I try and play a DVD with Media Player 9, I get this message:
"Your system is set to DVD region 1. To play this DVD, set your system to
region 1."
So I go to the properties tab and set it to region 1 however it uses one of
my region changes and it comes back as no region selected.

You appear to have already exceeded the number of region changed allowed by
the DVD player (5). You can still play the DVD if you get software like:
http://www.dvdidle.com/
This limited region change is NOT part of Windows, it is part of the
hardware by the DVD manufacturers.

You must be an Administrator or User with Admin Rights in order to change
the Region.
