USR Modem Not Working

I just got an old USR fax voice modem which I can't get to work. First, on dialup, it wouldn't dial at all. Then I added X1 in the extra settings and it dialed but somehow the other line never picks up. Weird.
There are no IRQ conflicts and telephone lines to wire are fine since I also use those lines with another computer. The following is more information about the modem.
