If one has "copied" their bootable drive to a backup HD on the same system,
can one then make incremental backups to that same bootable clone?

And if so, what dicates which drive boots at startup?

Nope, the incremental backup system is for
image files, not copys of partitions or drives.

Basically the boot drive specified in the bios and after that,
by the boot.ini in the partition you have specified to boot
in the bios or by selection from the boot.ini at boot time.
