I have an ipaq 2210 pocketPC 2003 and laptop running XP with activesync
4.7.1.
I can sync find via USB or IR, but have never been able to get the two to
sync over network.
My XP system is a company computer in a windows domain that gets IP via dhcp
server.
Any clues regarding how to make the two talk over the network? ps, I do
have the checkbox allowing ethernet connection with this computer checked on
the XP system.

Part of the network sync issue is that AS works by name, not by IP, so there
must be someway to let the name of the system with which you sync be
resolved. Typically in a full network that has a DHCP server, the address of
the WINS server is supplied to the host (PPC) along with an IP address,
subnet mask, and gateway. You might, to narrow down the problem a bit, get a
copy of vxipconfig at www.cam.com. It's free, and lets you look at what the
DHCP server is handing you. You might find that you aren't really getting a
valid IP, which is one problem, or the network isn't handing out a valid
WINS address.
You could try using some static addressing just to check things out. What
typically worked in the past was using the partner PCs IP address as the
WINS server address on the PPC. What that essentially did was ask the
partner what it's IP was. That, of course, doesn't work all that well if
your IP keeps changing, as DHCP would imply, but you will find that in most
business networks, you'll keep the same IP almost indefinitely. You will
renew, but you will get the same one back. It is only when you have more
PCs than addresses in your space that you will get different addresses
periodically.
If the IP addresses seem legitimate, get a copy of vxUtil, same place, also
free. See if you can ping your PC, both by IP and by name. If you can't by
name, AS isn't going to be able to find your PC, and it is a name resolution
issue. Exactly what is hard to say at this point.
