VirtualDub is great but it is not the program for simple transitions.

Windows Movie Maker version 2 - free download from Microsoft - you might as
well try it.

For simple fade transitions, one can use it together with Avisynth's
Dissolve function. But of course, other programs with a timeline and a
WYSIWYG interface are more powerful.

For simple stuff, I've used (evil) Windows MovieMaker and it worked fine.
