About DVB-T missing channel in SP1, but not in SP2

Hi,

I got a problem as following:

Using certain DVB-T card to scan channel in Taiwan in the Windows XP SP1,
when I scan channel, it will miss channel or the same channel repeated again
and again. but in the system, upgrade to SP2, the problem is solved.

I found that these files are related:
mpeg2data.ax
mpg2split.ax
msdvbnp.ax
psisrndr.ax
What I need to do is to get a hotfix to fix the problem, but I don't want to
update to SP2.

these files are newer than the current DirectX 9.0c, but I cannot manually
copy these files to system, I cannot find anything about these information
about a hot fix. if anyone has it, your help will be really appreciated.
