do you keep it in the RAM so it is always there? A RAM drive or something?

You would need the full Steam installation on the RAM drive
My steam folder is ~ 10Gb
You'd be better of by buying a Tyan Thunder system
Eg
http://www.tyan.com/products/html/thunderi7525.html Add in 6 15000 rpms SCSI disks in a raid setup
You need at least three raid systems
1) OS
2) Swapfile
3) Apps
Don't go with the cheap onboard raidcontroller
Get a highend external raidcontroller
It'll give you the shortest possible loading time for any application

could be done better & cheaper with sata [especially 10k rpm].
scsi only really shines in situations, such as real-time databases,
where many small transactions need to be simultaneously actioned.
3ware manufacture a tasty 8xsata raid 64bit pci card that will also
operate in a 32bit pci slot. i haven't seen their new range for pci-e
but i trust they'll be up to their usual standards.
a couple of the tech-sites have published comparative benchmarks on
these setups if you want little bar charts & numbers to peruse.

ime, win xp prefers the swapfile on the same partition as the os.
likewise, steam prefers to be on the same partition as the swapfile

there are flash memory ide devices that pretend to be hdds, even with
the udma66 interface, which seems pretty standard for these devices.
they respond & operate quickly as they have no moving parts.
these are also very expensive but throwing bucketsful of cash at
something rarely hurts, except your bank balance.

Hmm imho is says a bit more about the lack of performance from the IDE
interface than anything else :-)
Try the same with both disks on SATA or SCSI for that matter
You'll probably get quite a different experience

Yep goes hand in hand with the general recommendation of setting
secondary/seldom used disks (eg CD reader) on the slave port
