This is the second time now I've gotten this particular bug and it's a
really nasty one. Occassionally on the "LOADING..." screen (after
attempting to connect to a multiplayer game but before I actually get
connected), the progress bar just freezes up. The Cancel button doesn't do
anything. I can't wait it out either. The mouse moves around just fine
and when I press Ctrl-Alt-Del I can see the "working in background"
hourglass mouse cursor, but nothing comes of it. Similarly Alt-Tab is
ineffective. So I'm left with having to do a cold reboot. This is really
frustrating because the system is clearly responsive (the mouse cursor
moves around normally), but HL2 has such a tight lock on my system that
even Ctrl-Alt-Del won't interrupt it. What do you do in this kind of
circumstance?

Not a solution, I'm afraid - just to say that this has happened to me a
couple of times too. I can't remember why, but I seem to recall that I've
usually felt it was my fault each time. Anyway, I end up doing the same
thing - pressing the reset button...
