For some reason all NEW messages I receive are synching w/o a problem.
However, there are "legacy" notes (around 20) that don't show up. When the
mail program sends and receives I see it "reading" all of the notes but it
only displays notes created later than 3 days ago. Is there somewhere else
where the 3 day filter is there than in the options of Pocket Outlook? I've
deleted the account many times over, enabled/disabled the "only show
messages after X days" and even changed the value to 99 days. However, it
seems stuck on 3 days.

Go to Tools -> Manage Folders, select Inbox (or any other folder marked for
sync), tap Options and set the filters there.
