There is no setting for DST, and that would be OK, I would just choose a
time zone 1 hour earlier than mine, but everytime I sync, it resets it to
Pacific time, and it is 1 hour ahead...WTF?

Did you turn on the option to sync your clock with your desktop?
Next to that: probably a better solution to get your DST settings
fixed, is to choose a city in the same timezone that has the DST
settings you have. For instance, cities around the equator usually
don't have DST, cities more north might have DST.

If you don't get your answer here try the ng archives. I saw a posting in
the last few months about setting the time zone manually a while ago, but
can't remember the details.
There is also a key in the ppc registry (HKLM\SOFTWARE\Microsoft\Timezones)
that may be related- try searching.
