Premiere Pro: Why Cant I keyframe Basic 3D effect

I am trying to use the Video Effect "Perspective/Basic 3D" on a PSD picture on the timeline. I want
to tilt it so that it swings open like a door (from 90 degrees to full front on). I cannot seem to
create the 2 keyframes I need to do this. Is BASIC 3D not a key framable effect?
