WinDVD creator version 1 limited chapters on bunt DVD

I have WinDVD creator version 1. My project has 14 chapters. In Author
preview mode I can click through 3 pages of chapter headings: 1-6,
7-12, 13-14. When I burn the DVD I can only see the first page of
chapter headings, 1-6. All 14 chapters are on the burnt DVD as I can
access them by pressing skip on the remote control of the DVD player.
Why wont the burnt DVD allow me to access the 2nd and 3rd page of
chapter headings. Please HELP!.
