I have WindowsXP professional and I want to use the computer to see TV and
to record the programs to a 300Gb external hard drive via Firewire.

Can someone advise me where to find suitable software and hardware to
install so that I can see and record quality TV and record suitable
programs, and also to preset the recording just like a VCR recorder.

I am new to this.

Any TV Tuner card should come with some software but for real "Tivo" like
facilities, you should purchase Windows Media Center 2005 and stop using
Windows 2000.
