When doing ActiveSync, is there any way to establish both GPRS and
L2TP/IPSEC VPN connection automatically?

If you are connected to the internet and try to active sync or connect to a
share/machine using it's netbios name, the ppc will automagically use the
default vpn connection. This would be whatever you left the "work" settings
on. Once activesync starts it should dial your gprs connection then the vpn
connection.
