What is the most flexible software I can use to author a VCD/SVCD/DVD?

I know Adobe encore is good for DVD's, but understand theres NO VCD
support of any kind.

Basically I want to create a PAL SVCD (480X576), containing
approximately 10 'chapters' with thumbnails of the clips selectable
via menu, with a movie played in the background of the menu (with
audio).

I am doing this for a self learning project showcasing different
special effect shots.

Please add to that I'd like to input an 'Intro' movie clip that
automatically plays once the disc has been inserted into a compliant DVD
player, then for the menu to appear...

"TMPGEnc DVD Author" can do all the things you mention.
It is a most intuitive program, just don't be afraid to "right click"
on things and check behind all the tabs. This especially true in
the menu parts of the program.
