It says:TheTV Out port of your display card is not working properly.

Then:This copy protected disc can not be played when the TV out function is
enabled.

What can I do to fix this?

Have you selected the S-Video port as the primary? What software are you
using to play the disc?
The application is detecting the Macrovision copy protection encoded on the
disc, and will not play it. This is to prevent the unauthorized copying of
commercial discs.

I would advise you to consult the owners manual.

You have not really provided enough information for anyone to give you a
solution.

What make/model computer?
Make/model of Video Card?
How are you connecting the computer to the external TV?
What have you done so far to setup/troubleshoot this problem?
