I'm looking to edit/cut up a 7 min avi file based solely on the audio
(speech).

My current editing software is not accurate enough to do this and missing
the correct 'in and out' points.
Does anyone know of a good program that specialises in this? Or even any
techniques to look out for?

The problem with most video editing software is that you can edit on the
video frames only (every 33 ms.) and, as you've discovered, this is not
enough for accurate audio editing.
One option is to load your avi into Virtual Dub and then save the sound out
as a wave file. There are numerous free audio-only edit programs around
that should make this easy for you to do.
Sound Forge is my audio app of choice but it may be too expensive for you.
OTOH, if you're using Vegas (you didn't say what your software was) as your
NLE, simply turn off the "Quantize to Frames" option and you'll be all set.
