Nero - "Please insert empty disc to continue" (DVD burning)

Using Nero Express to burn some captured MPEGs to DVD-R. Size of projects
are 2GB or less.
It completes one successfully, then I insert a new blankd dvd, start a new
project, go through all the same steps. It acts like its completing
everything, processes the whole project, gets to the very end where its
writing the menus and whatnot, then I get this message "Please insert empty
disc to continue" and my only option is to cancel.

Did the same thing with a WMV (20min) which I wanted to make several copies
of. The first one completed successfully. I told it to burn another dvd, and
it went through all the motions only to give this message at the end. If I
simply restart everything and try again, it works.

It's really bizarre, but what's happened is a consistent pattern; one works,
next one fails. over and over.
