Application for adjusting audio time offset on the fly?

Would like this so as to ascertain the offset required when dealing with out
of synch video and audio, before then authoring on to DVD. Any suggestions?
Am using Win98, 1.4GHz Athlon.

Don't know if it will help, but try this program (only works for avi files)
(and it's freeware too):

For what it's worth, just about any standalone DAW designed for
video/film sound can do this... it's called 'bumping'.
