Need a bit more info on what you want to do?
Is it picture in picture effect, so you have one picture behind another?
Are they all stills or are they movies?

It is still pictures. I can do like a video with pictures fading in and out
and such. I want to add a background to these. Have the pictures fade in and
out and change with the background behind it.

This is a little tricky with movie maker as you only have one video track.

Either visit www.papajohn.org or http://www.rehanfx.org/ and check out
picture in picture references.

The second option is to buy a video editing suite which has two or more
tracks, such as ulead video studio 9.

Do you have Photoshop or a similar program? If so, create a canvas that
is 720 x 480 then make a layer for your backgrounds. Add your picture
to a higher layer saving each as a new .jpg. Drop them into MM and add
music. I've done a lot of these types of "videos" for wedding albums,
graduation and so forth. Size your pics to be no more than 500 wide
(landscape pics) or 420 high (portrait) so that your backgrounds will
still be visible. It looks pretty good to add a drop shadow to the
pics as well.

One tip, don't waste your time scanning pics at high resolution, 72 -
150 dpi is fine for standard TV .
