Showing subtitles to any source

Hello,

I want to add subtitles to a film comming from an external source
(displayed using a TV capture card) so I guess I need something that
reads the subtitles from a file and puts them on the screen.

I have found something called EasySub by Nibborg 2002, but it
didn't work on Windows 2000.

The homepage is http://www.easysub.tk/, but I have downlowded it
somewhere else, the download on the homepage didn't work.

Does anyone know about similar programs?

Isn't there any simple appplication? I think I could write one
myself, if only I knew a bit about windows programming...

I am interested in Linux solutions too.
