Best video card for price if use Premiere Pro?

I want to get my get my comp system up to the highest standard I can without
blowing too much dough. The Matrox Parhelia(over $500) is an old card and
seems like expensive older technology. Nvidia must have some good cards
with 256 MB that don't break the bank where 2 PC monitors and a TV monitor
could be set up on. Could some of you folks using the software mentioned
please state what they think is a great card for doing video editing.

Personally, I have (and like) the Canopus DV Storm - if you already have
Premiere Pro, you can find one on Ebay without the software for about $800,
sometimes even less.
