video editing requirements

a friend of mine wants to build a dedicated pc for his video editing.
he is using pinnacle, but feels his pc is too slow(it is 2-3 years
old)

this will be a DEDICATED pc, with no mulitasking involved. he says he
will simply run pinnacle and that's it. he doesn't want to overclock.

any suggestions on buiding a fast performer? thanks
