Well, miracle of miracles, I finally got a DVD to burn successfully by
trashing Pinnacle Instant CD/DVD and installing Nero 6, after the burner
manufacturer generously gave me a free copy since apparently they've been
having difficulties with the Pinnacle s/w that was bundled with their
burner.
However, now that I have an actual burned DVD+RW, the DVD begins to play but
hangs afer about a minute, seemingly in different places. I reburned it
after doing a complete erase on the disc, and it exhibits the same behavior.
This is using the Power DVD software that came bundled with the Digital
Research/Iomagic burner.
The file plays fine when played directly off the hard drive using PowerDVD
so apparently the problem is somehow related to the disc or the burning
process.

So have you tried a different type of disc? Or a different player?
Try a good brand of media, like Ritek G04

It sounds like you are creating an encode that violates DVD:Video
Spec. Make sure the bit rate is under 8 and no higher.
