Most used way to work with cameras:
Mic1 to person1 and mic2 to person2.
Mic1 goes to channel1 and mic2 to channel2.

Both mics should be panned to center in edit.

How to do this easily and fast in ppro?

Can dv-clips be captured as "dual mono" or something?

Right now I'm editing a program with 350 captured clips.

So the right answer is not: "just break out channels, lose link
between video and audio and drag every clip to timeline three times."

Right answer also should not be: "copy every single audio clip to
another track, put Fill Left to originals and Fill Right to copied ones."

What is the sane idea that premiere's designers have had about this most
common way to use audio in video?

Is this really a simpliest way?:
(in Audio Mixer)

Send stereo Audio1 to
stereo Submix1, send volume 0 and balance -100
and
stereo Submix2, send volume 0 and balance 100

Output
Submix1 to mono Submix3
and
Submix2 to mono Submix4

Adjust volume in Submix3 and Submix4 and output them to Master

Output Audio1 to Submix5
and
set level in Submix5 to -inf

How easy can it be?
