Is the graphic image of the menu stored in the VOB files or the IFO
file.
Is there any program that can take apart a DVD-Video, including the
graphic menu?

The menu is in a .VOB file. The "Title" menu sometimes referred to
as the "Main" menu; is in the "VIDEO_TS.VOB"
A Title's chapter menu will be in a small .VOB numbered to correspond
with the Title's .IFO
The menu .VOB(s) work with the .IFO files, or visea-versa.
Look for such utilities at www.videohelp.com . I have one
called "MenuEdit" and it works but I don't recommend it. Of
course if you have the program that made the menu in the
first place, just use that.
