best sub-$100 mpeg-4 encoder?

I'd like to convert various TV-size videos (DV, QT, MPEG-1)
into smaller IMSA-compliant MPEG-4 for streaming. I made
a few in QT Pro, and the results are pretty good, but
there's blocky artifacts in some motion scenes.

Any recommendations for a better mp4 encoder under $100?
Drop-in codec, standalone, whatever is fine, but output
has to be MPEG-4 (ASP), not H.264, DivX, etc.

the blocky stuff may go away with a faster machine.
i have some mpeg4 stuff that appears blocky on my g4 400 but play
perfect on my g4 800 and faster machines
