I mentioned before that I was getting error 733 when
trying to connect to a machine behind a firewall router
using VPN pass-through.

The reason is that the "server" machine I am connecting
to is not a DHCP server. So my "client" machine has the
following error in its Event Viewer:

Unable to contact a DHCP server. The Automatic Private IP
Address 169.254.15.116 will be assigned to dial-in
clients. Clients may be unable to access resources on the
network.

I have tried setting the IP address the the VPN
connection on my client, but this doesn't work. So how do
I fix this problem?

You can provide static IP address for the client. Either at the server by
providing a pool of static IPs or by specifying the IP int eh client
connectoid. But for the latter you need to enable the option the client may
specify address at the RRAS Snap-in
